The Kennington Assn Planning sub-group is concerned about Lambeth's proposals to include language on the Waterloo Development Framework in their proposed UDP, and has written to Lambeth. (Text below.) It would be useful if KA members could be informed so that they can also contribute their views. 

It would also be useful if members could be reminded about the Planning Sub group. If members are interested in receiving updates on major local planning issues they should contact us at kenningtonplanning@fsmail.net to receive updates. We are also happy to hear from other groups and individuals who would like to help with the work of the group.  

The Unitary Development Plan is Lambeth's overarching planning policy document, and provides the basis for planning decisions. The Waterloo Development Framework, largely owned by the GLA, aspires to close Waterloo Road from general traffic.  This would have a major impact on traffic flows in Kennington. If the current language is adopted without proper safeguards, it will be very hard to fight concrete proposals when they appear. 

Objectors should write in the first instance to planningpolicy@lambeth.gov.uk and should copy their local Councillors, asking them for their views.

The Kennington Association is very disappointed that Lambeth have decided not to include the KA's reasonable request (copy below for easy reference) to have other North Lambeth communities consulted on the Waterloo Development Framework. The framework includes important proposals including cutting Waterloo Road off from general traffic. It can be expected that this will increase traffic flows through Kennington Cross, a junction already affected by the Congestion Charge and potentially affected by the Cross River Tram. The wording relating to the Waterloo Development Framework is a recent addition to the proposed UDP and so has not been subject to scrutiny during the UDP Inquiry. And, despite being promised by GLA representatives at a South Bank Forum (not a Forum open to Kennington Residents), we understand that none of the major Kennington groups, KA, RCDT or KOV, have been either informed of, or consulted with, when the WDF was drawn up.

We therefore request that Lambeth look carefully at their proposals for Waterloo, to ensure that Lambeth residents living outside the proposed Framework area are properly protected by the UDP language.  We would furthermore ask that Lambeth consider making a formal representation to the GLA expressing concern about the geographically-limited consultation carried out by the GLA and asking that they reopen consultation to allow the views of those affected by the proposals but not living within the Framework area, can contribute towards developing this policy.

The Kennington Association have read the October 2006 Replacement Unitary Development plan with interest. Recognising the stage we are at in the process we have no objections to any of the changes within the Kennington area, though we note with sadness the number of times the words "seek to retain" have been crossed out because new development not meeting that aspiration has been agreed.

Where we are concerned is the major rewriting of the Waterloo elements, presumably to bring wording in line with the Waterloo Development Framework. As far as we know there has been no attempt to consult or brief Kennington groups or residents on this Framework. Yet it is obvious that any major reworking of the transport and traffic structures in Waterloo will have a significant knock-on effect in Kennington.

We hope that Lambeth can take this on board. We would like to see some formal commitment that residents living outside the strict Development Framework area will be given a chance to undertand and contribute, before this framework becomes planning policy. Especially given the wording in 5.16.5 about the area being fluid and outward looking. We also note in 5.16.2 that Waterloo is "strategically located adjacent to Bankside and the Elephant and Castle in Southwark and the Vauxhall/Nine Elms/Battersea corridor in Wandsworth" but no mention of Kennington.

What we would like to see is para 5.16.1 altered from ... "The Council in partnership with....all major stakeholders and the local community will prepare a Waterloo Development Framework "  to now read..." The Council ....stakeholders, local residents and other North Lambeth communities affected by proposed changes".

We also note in para 5.16.2 that Lambeth Palace is not within the WDF area, and so should be ommitted from the list.
